Canada under a cloud when it comes to climate records

Pulling no punches, federal Environment Commissioner Jerry DeMarco said Canada has the worst climate record in the G7.

“Canada was once a leader in the fight against climate change,” DeMarco said, according to Blacklock’s Reporter.

“However after a series of missed opportunities it has become the worst performer of all G7 nations.

“All too often Canada’s environmental commitments are not met with the actions needed,” DeMarco told reporters, soon after tabling a series of audit reports in Parliament.

Data shows national greenhouse gas emissions rose after Parliament passed the 2018 Greenhouse Gas Pollution Pricing Act which imposed Canada’s first federal carbon tax, at the time capped at 12 cents per litre.

Emissions grew by 15,000,000 tonnes in 2018 and another million tonnes in 2019.

“Canada’s greenhouse gas emissions have thus far not been on a downward trajectory,” said an audit report.

“In fact Canada’s greenhouse gas emissions rose by 21 percent between 1990 and 2019.”

“There is a need for the federal government to achieve real outcomes on environmental protection and sustainable development, not just words on paper or unfulfilled promises,” said DeMarco.

“All too often Canada’s environmental commitments are not met with the actions needed.”

DeMarco said the program was so poorly crafted that it did next to nothing to lower emissions.

Emissions Reduction Fund focused on payments under a $675 million Emissions Reduction Fund introduced in 2020 to subsidize oil and gas industry conversion to green technology.

“Those are fossil fuel subsidies,” said DeMarco adding, “there has to be a coherent policy.”

Emissions Reduction Fund noted the subsidy program intended to “support emission reduction efforts by providing financial support to struggling companies,” but instead paid grants and interest-free loans to applicants without proof that emissions targets were met.

“More than half of the total reductions targeted by the program had already been accounted for,” wrote auditors.

“We found that when designing the onshore program, Natural Resources Canada did not apply greenhouse gas accounting principles or the concept of additionality,” said the report.

“That is, emission reductions attributed to the program should be in addition to what would have happened without it. As a result more than half of the total reductions targeted by the program had already been accounted for.”

    China and India are set to receive a £1.5 billion climate aid windfall despite scuppering a COP26 deal on reducing reliance on coal power.

    Richer countries agreed to double funding for developing nations to prepare for global warming at the Glasgow conference earlier this month.

    Despite having two of the fastest growing economies in the world, the UN designates China and India as ‘developing states’

    Analysis shows that the two countries received a total of about £700 million from developed countries in 2019, the latest figures available, as well as millions more from investment foundations and private donors.

    China and India will enjoy the bonanza despite helping to water down a key COP26 pledge. Instead of promising to ‘phase out’ the use of coal, the conference agreed only to ‘phase down’ its use.

    Leslie . . . what I posted was from a Physicist Dr. Butina with regard to the Heat coming in and out and how preposterous and void of Science the CO2 theory is.

    Today Satelites can measure the entire globe and there has been no Temperature increase in the last 20 years.

    NOAA divided the planet into Grids and used Known Temperatures to Estimate Temperatures in neighboring segments. Of course when the Soviet Union collapsed in 1989 they lost a huge data set from them & believe it or not their Grid got Warmer. Then they gave it a name and the rest is history . . .
    NOAA has been cited in recent years for altering Historical Data to warm up the last 10 years . . . completely Fake.

    The argument of the global warming crew doesnt relate to particular thermometers at particular places on earth. They go on about GLOBAL temperatures. There are no thermometers on the South pole (or very few). same for the North pole. And in Canada, we have summer temps that are quite warm, and winter temps that are quite cold. And that varies from year to year. In some fuzzy way, we can talk about our “climate” in, say, Western Canada–it is a “colder” climate than, say, florida (and florida can also be said to have more or less warm summers and winters over the years).

    No, they are talking about GLOBAL temperatures. This is where the scare tactics come in regarding if the oceans quickly warmed by a degree or two, there would be serious, if not catastrophic consequences. And until about 1979, (from satellites) there was no accurate measure of “global” temps. (So blathering on about (say) the year 200x being the warmest year for the last 150 years is just silly nonsense. How would you know that?

    But since 1979, what we CAN do is see if there is any correlation (however you want to define some “meat cleaver” correlation criteria) between man-made “emissions” of Co2 and global temperatures. Well, we had 19 or so years of China building 2 coal electric plants a week, and India belching emissions at a serious rate (never mind the rest of the world), and the global temperature needle essentially never moved. THERE IS NO CORRELATION. For whatever reason (and the actual mechanics of the process is irrelevant for the purposes here). Bottom line, human-caused emissions of CO2 can be massive and there is no measurable global warming taking place. THIS IS WHAT THE ACTUAL “SCIENCE” IS TELLING US.

    I sincerely believe that Suzuki’s background in fruit fly research didnt equip him with the necessary tools of logic to see this simple argument. This is what happens when your whole persona has been created out of thin air by the media.

    Ice a mile thick. No people or industry. Yet the ice melted. And still is.. as the mass gets smaller its melts faster.. DAH. Plant life needs carbon to life which in return give us Oxygen.
    Typical politicians and Green do gooders Never listen or even try to hear both sides of ANY Issue.
    They go where they can extract the most money. Take away the money and the problem goes away. They are the ones that one creat the problem to better their own bank accounts. The earth takes better care of itself than these no good dimwits do…
    I applaud the scientists that look at all the data. Look at all the angles and come up with plausible results. Even then the earth has proven them wrong.

    Why CO2 has nothing to do with temperatures

    “The problem that one has when trying to argue existence and validity of GHT is that it is impossible to use valid scientific arguments to falsify the greenhouse theory because that theory is not based on science that deals with physical reality of our planet. It is based on a purely theoretical framework that cannot be validated by measurements and therefore cannot be falsified.

    The same molecules that prevent the earth overheating during daytime are also preventing the earth overcooling during night time. BTW, the same NULL hypothesis existed long before invention of GHG and has never been falsified or proven wrong by instrumental data!

    However the physical reality that is controlling our planet tells us a completely different story. There are the same number of molecules in total, between our atmosphere and hydro mass and all of them have heat capacity and therefore will absorb the heat energy whether it is coming from the sun down or from Z=0 going up. There are only two types of molecules that count when it comes to atmosphere, N2 and O2 with total heat capacity at around 1018 kJ. There is only one molecule that counts when it comes to our oceans, and that is H2O with the heat capacity of 1021 kJ.

    Look at some real numbers and see how ‘sensitive’, in terms of temperatures our planet really is. But to appreciate this part we must view the earth as a very dynamic system without any equilibrium and where each ‘fixed-to-ground’ thermometer has its own and unique history. The dataset comes from one of the oldest archive of daily thermometer data that is in the public domain, the Armagh Observatory, UK, and covers the years between 1844 and 2004.     Nice to hear the cliches about “climate emergencies” and lowering “greenhouse gases” and the like. Unfortunately, this has all been shown to be nonsense BS by the “science”. We need to, once again, start asking these “sky is falling” clowns for their “evidence” to back up the alarmist claims. There is no such evidence.

    To be clear–there may be a bit of global warming (or cooling at times). BUT IT ISNT DUE TO ANY HUMAN ACTIVITY. OR TO OUR “EMISSIONS OF CO2” which isnt a pollutant, is a trace gas, and is necessary for life on earth.

    Any global warming (such as it is) is caused by sunspot activity. We had almost 20 years reccently where there was huge “emissions” of co2 from China and India, and the global temperature needle basically didnt move. THERE IS NO CAUSAL CONNECTION. (Note that we have only had accurate global temp. measurements since the advent of satellites–about 1979.)

    What a load of Bull. Most of the flooding is caused by negligence.
    Abbotsford is BELOW sea level and has dyes that are supposed to stop overflowing river. B.C has ignored warnings for over a decade that this would happen if they didn’t keep the dykes up. This is flood that was caused by neglect NOT Global Warming.

Ottawa press gallery discusses letting Chinese propaganda agency in

Xinhua has been accused of misusing press privileges at the direction of Chinese diplomats.

Officials with the Parliamentary Press Gallery held a behind closed doors meeting on Tuesday to talk about letting reporters from Xinhau, the Chinese Community Party’s propaganda agency, into the club, says Blacklock’s Reporter.

“The gallery is not bound by any outside political considerations,” said gallery president Catherine Levesque of the National Post. 

“We are doing our due diligence to ensure Xinhua meets certain criteria and we will be making a decision shortly.”

Xinhua has been accused of misusing press privileges at the direction of Chinese diplomats.

“Membership in the Parliamentary Press Gallery allows access to the secure physical buildings of the parliamentary precinct and the opportunity to directly question individuals who drive and shape public policy,” gallery directors wrote in a 2020 code Journalistic Principles And Practices.

“As a result, accreditation is a privilege, not a right.”

Xinhua had been a member until 2020 when its press pass lapsed.

The Department of National Defence in 2012 blacklisted the agency from attending its press briefings, and a Xinhua correspondent in 2012 disclosed he was asked to maintain surveillance on Chinese dissidents in Canada.

The gallery would not discuss the Xinhua application but the gallery code states members must “respect the rights of people involved in the news.”

The Commons by a unanimous 266-0 vote last February 22 condemned China for human rights atrocities including the genocide of its Uyghur Muslim community. MPs also voted to petition the International Olympic Committee to relocate the 2022 Winter Games from Beijing.

“We need to move forward, not just as a country but as a world, on recognizing the human rights violations that are going on in China,” Prime Minister Justin Trudeau earlier told reporters.

“This is an issue that matters deeply to me, to all Canadians, and we will continue to work with our partners and allies on taking it seriously.”

Xinhua was originally granted Press Gallery membership in 1964 at the request of then-Foreign Minister Paul Martin Sr.

“It is a step in the direction of mutual understanding between Canada and mainland China,” Martin said at the time. Membership was approved in a press credentials swap that saw the Communist Party permit the Globe & Mail to open a Beijing bureau.

PHA head says cellphone snooping fears unwarranted

The president of the Public Health Agency (PHA) says Canadians need not fret over the fact his organization snooped on 33 million cellphone users, says Blacklock’s Reporter.

Dr. Harpreet Kochhar said managers at no time collected information that personally identified any of 33 million cellphone users.

“No personal information was asked or was received,” Kochhar told the Commons health committee.

“No individually identifiable data is contained in any part of the work.”

The Commons ethics committee last Friday voted 10-0 to examine the data collection program using cellphone tower tracking. The PHA said it sought the information to monitor compliance with lockdown orders.

“The actual reason why we collected this data is reliable, timely and relevant public health data comes out of it for other policy and decision making,” said Kochhar.

“This is population-level mobility data analysis. This is what we have collected.

“That would help us to understand the possible link between the movement of populations within Canada and the impact on COVID-19. We did that in terms of a very clear way of getting that open and transparent means of collection. We never, ever actually know when we use that information that it is individually identifiable. It is aggregated data.”

MPs on the ethics committee earlier noted cellphone users were never told the PHA was collecting the cellphone tracking data. Conservative MP John Brassard (Barrie-Innisfil, Ont.), noted the scope of the monitoring was only detailed when the Agency issued a December 17 notice to contractors to expand the program.

“It becomes increasingly concerning that government is seemingly using this pandemic as a means and a cause for massive overreach into the privacy rights of Canadians,” said Brassard.

“As parliamentarians, it’s incumbent upon us to make sure we protect those rights, that there is proper scrutiny and oversight.”

“The Public Health Agency was collecting data without the knowledge of Canadians, effectively doing it in secret. We need to know what security measures were in place to protect the privacy rights of Canadians.

“It is vital we do not allow the COVID response to create a permanent backslide of the rights and freedoms of Canadians including their fundamental right to privacy.”

Health Minister Duclos has no info on $150-million COVID contract to SNC-Lavalin

SNC-Lavalin was given a $150-million sole-source contract to provide “urgently” needed field hospitals during the COVID-19 pandemic — but Canada’s Health Minister Jean-Yves Duclos doesn’t seem to know much about it, says Blacklock’s Reporter.

The field hospitals were never used.

“This is obviously in support of the needs at the request of provinces and territories,” said Duclos.

But testifying at the Commons health committee, Duclos had no answer when asked why the contract was issued.

“What is the status of the mobile field hospitals SNC-Lavalin was contracted to produce?” asked Conservative MP Shelby Kramp-Neuman (Hastings-Lennox, Ont.).

“It was an example of the significant level of preparation that we did throughout the crisis,” replied Duclos.

“Why have the field hospitals from SNC-Lavalin not been deployed?” asked Kramp-Neuman.

Duclos replied he had no information on “the exact nature of the state of that equipment.”

“Did the Prime Minister’s Office approve of this?” asked MP Kramp-Neuman.

“That’s a public works question,” replied Duclos.

“We’re not getting a lot of clarity here,” said MP Kramp-Neuman, adding: “The buck stops with you. Sadly, I recognize you don’t have all the answers to everything, but it doesn’t seem like we’re getting a lot of answers to anything.”

An unidentified Department of Public Works manager finalized the SNC-Lavalin contract on April 9, 2020 without notice to other bidders.

“A public call for tenders was not issued due to the urgency of the need as a result of the pandemic,” said an internal e-mail.

However, as late as Sep. 9, 2020, the Québec contractor had still not fixed a delivery date, according to staff emails.

Paul Thompson, deputy minister of public works, Tuesday said he knew little of the contract details.

“I personally don’t have all the details at my fingertips,” said Thompson.

SNC-Lavalin was paid to supply field hospitals equipped with 200 hospital beds, ventilators, masks, medical gowns and ten days’ worth of medication, back-up generators, water and oxygen tanks, X-ray machines, shower bays and latrines.

“The self-sufficiency of the unit makes it extremely flexible for deployment where the need is greatest in Canada,” said a memo.

Internal records dated Oct. 13, 2020 disclosed no one wanted the field hospitals.

The department said spending included $2 million for design work and millions more on warehousing medical supplies for presumed future use.
